Launch of joint EU Enlargement Task Force

In the framework of SAM.I.‘s „Social Preparedness and Resilience Initiative“, Samaritan International and SOLIDAR have formally established a joint EU Enlargement Task Force on Social Rights and Democracy, a new structure designed to bring the realities of civil society organisations in EU candidate countries directly into European policy and advocacy work.
The Task Force builds on cooperation that has already been developing informally among members of both networks active on enlargement issues, turning it into a structured, member-led space for exchange, coordination, peer learning and joint reflection. Its creation reflects the strategic priorities of both organisations: for Samaritan International, deepening its commitment to civil society in Central and Eastern Europe and building alliances with like-minded organisations across the region and beyond.
The launch also responds to a wider political context in which democracy, civic space and social justice face growing pressure, making it more important than ever to connect national realities with European advocacy processes.
Why it matters
EU enlargement is not only a geopolitical and institutional process, it is one that directly shapes social rights, labour conditions, access to public services, and the strength of civic space in candidate countries. The Task Force gives organisations working on the ground in these countries a dedicated channel to make sure these dimensions are not overlooked.
What the Task Force will do
Jointly coordinated by Samaritan International and SOLIDAR on an equal footing, the Task Force will focus on four interconnected areas of work: exchange and mutual learning among organisations working in different national contexts; monitoring and analysis of policy developments affecting social rights and democratic participation; advocacy that amplifies the voices of members in candidate countries within EU-level discussions; and capacity-building and joint action.
Looking ahead
The Terms of Reference establishing the Task Force are pending approval by the Samaritan International Advisory Committee. Once formally adopted, the group will prepare its first annual action plan, setting out thematic priorities, planned meetings and advocacy objectives for the year ahead.
By creating this dedicated space, Samaritan International and SOLIDAR are reaffirming a shared conviction: that enlargement must be approached as a solidaric and strategic opportunity, one in which civil society plays an active role in shaping a more democratic, social and inclusive European Union.
